Why hasn't Ukraine to be at the end of humanitarian aid all the way through? This is a personal thing too. I know that sometimes charities do boost their own budgets. I used to check the financials of organizations that aid others through Charity Navigator. That is also addressed here to an extent. - Let Ukraine manage its humanitarian aid
