Quite a title, don’t you think? The second paragraph presents what the  FOTUS has been up to since being sworn in. This is one thing basically said speaks volumes: " If a new president was really looking for evidence of waste and fraud in agency spending, he’d send in forensic accountants, investigators, and prosecutors—not coders and hackers.” This is what we could expect. What is happening, in a sense, is what they’re doing can be found at the end of the previous sentence. Decency would act like this, which is NOT what we have seen from this current administration. FACT. The felon is doing whatever he can to distract us from what he’s up to now, but that only works for his supporters.
