The hearing is over in DC. It looks like the ACOE was called out since they "set aside a NEPA decision for a flawed environmental analysis." Yes, there are wins today but not for everything asked. It appears that the ACOE will have to consult with tribal experts in an open forum, NOT behind closed doors. It also looks like the EIS process will be restarted.
